This is a 14 stage binary counter IC. When an Input clock pulse is given to the pin (for each pulse) the binary value gets increment from 00 0000 0000 0000 to 11 1111 1111 1111 which is equivalent to 0 to 16383 in decimal. That's why it is used to build counters and dividers. This IC is commonly used for time-related applications. The output pins offer binary counter output on every positive edge of the clock cycle.
